Description

As a Council, we are undertaking a far-reaching transformation to meet the evolving needs of our residents and businesses. At the heart of this journey is a renewed focus on making the best use of our property assets to support service delivery, drive economic growth, and generate value.

We are now seeking an experienced and strategic Head of Property to take on this newly created role. You will lead both our estates and construction teams, overseeing a diverse and high-profile portfolio—including schools, agricultural land, corporate offices, and public infrastructure. Your remit will span strategic Property and Asset management, property development, capital project delivery, and optimisation of our estate to meet current and future needs.

This is a senior leadership role that demands a strong blend of operational and strategic expertise, with responsibility for providing professional property advice to the Council, along with delivery of the Council’s Strategic Asset Management Plan. We are particularly interested in candidates with significant experience managing large and complex property portfolios, ideally within the public sector.

You will bring a strong track record of delivering value from assets and capital programmes, underpinned by a recognised professional qualification and membership of a relevant professional body - preferably the Royal Institution of Chartered Surveyors (RICS). Holding RICS Registered Valuer status is highly desirable, or you should demonstrate a clear commitment to attaining it following appointment.

The role will also oversee the delivery of major capital projects through the management of the Construction Services team, working with the lead professional manager to provide direction on the strategic priorities of that service in relation to Architectural Design, Quantity Surveying, Mechanical & Electrical, Energy & Sustainability and Construction Safety.
