Description
Pembrokeshire is one of the UK’s most stunning and distinctive counties, home to the world-renowned Pembrokeshire Coast National Park and a thriving, close-knit community. While our natural beauty supports a thriving tourist economy, attracting millions of visitors each year, our growing green and blue energy sector is helping to power a sustainable future for the region.
As a Council, we are in the midst of a journey of transformation to drive improvement throughout our organisation, to better serve the people and businesses of Pembrokeshire, today and in the years ahead.
At this pivotal time, we are seeking a dynamic and forward-thinking Head of Human Resources to lead our people strategy and drive cultural and organisational change.
You will play a critical role in providing strategic advice, guidance and leadership across the Council on all aspects of the key risk areas of Human Resources. You will be expected to lead the strategic development across the range of Human Resources areas including workforce planning/development, employee relations, learning & development and payroll, ensuring that HR policies and procedures are legally compliant with employment law.
Your leadership will be vital in improving operational efficiency, ensuring we recruit, retain, and develop a highly engaged and high-performing workforce, while championing employee wellbeing, inclusion and engagement.
We are looking for an experienced HR leader with a strong track record across the full range of people functions. While previous local government experience would be highly desirable, it is not essential. What matters most is that you share our values, bring fresh ideas, and have the drive and commitment to help lead change on our journey of transformation.

Mae Sir Benfro yn un o siroedd mwyaf trawiadol a nodedig y DU, yn gymuned glos a llewyrchus, ac yn gartref i Barc Cenedlaethol Arfordir Sir Benfro, sy’n enwog ledled y byd. Er bod ein harddwch naturiol yn cynnal economi dwristiaeth lewyrchus ac yn denu miliynau o ymwelwyr bob blwyddyn, mae ein sector ynni gwyrdd a glas sy’n tyfu yn helpu i bweru dyfodol cynaliadwy i’r rhanbarth.
Fel cyngor, rydym yng nghanol taith o drawsnewid i sbarduno gwelliant ledled ein sefydliad, er mwyn gwasanaethu pobl a busnesau Sir Benfro yn well, ar hyn o bryd ac yn y blynyddoedd i ddod.
Ar yr adeg hollbwysig hon, rydym yn chwilio am Bennaeth Adnoddau Dynol deinamig a blaengar i arwain ein strategaeth pobl ac i ysgogi newid diwylliannol a sefydliadol.
Byddwch yn chwarae rhan hanfodol wrth ddarparu cyngor strategol, canllawiau ac arweinyddiaeth ar draws y cyngor ar bob agwedd ar feysydd risg allweddol adnoddau dynol. Disgwylir i chi arwain y datblygiad strategol ar draws ystod o feysydd adnoddau dynol, gan gynnwys cynllunio/datblygu’r gweithlu, cysylltiadau â gweithwyr, dysgu a datblygu, a’r gyflogres, gan sicrhau bod polisïau a gweithdrefnau adnoddau dynol yn cydymffurfio’n gyfreithiol â chyfraith cyflogaeth.
Bydd eich arweinyddiaeth yn hanfodol wrth wella effeithlonrwydd gweithredol, gan sicrhau ein bod yn recriwtio, cadw a datblygu gweithlu hynod ymgysylltiedig sy’n perfformio ar lefel uchel, gan hyrwyddo llesiant, cynhwysiant ac ymgysylltiad gweithwyr.
Rydym yn chwilio am arweinydd adnoddau dynol profiadol sydd â hanes cryf o lwyddiant ar draws yr ystod lawn o swyddogaethau pobl. Er y byddai profiad blaenorol o lywodraeth leol yn ddymunol iawn, nid yw’n hanfodol. Yr hyn sydd bwysicaf yw eich bod chi’n rhannu ein gwerthoedd, yn dod â syniadau ffres, ac yn meddu ar yr ysgogiad a’r ymrwymiad i helpu i arwain newid ar ein taith drawsnewid.
